Kāhui Tautoko Consulting (Canada) Ltd was registered in British Columbia in April 2008. It is a subsidiary Company of the parent company in New Zealand (Kāhui Tautoko Consulting Ltd) which has been operating since July 2000 in New Zealand and the Pacific Islands.
Since starting the Company in Canada, there have been a number of clients. The company has primarily worked with Health Canada (Federal), Ministry of Health (Provincial) and the First Nations Health Council / First Nations Health Authority / First Nations Health Directors Association – assisting to implement various aspects of the Tripartite First Nations Health Plan that was signed in 2005 and the Tripartite Framework Agreement signed in 2011. The staff have also worked with a number of First Nations community organizations as well as Health Authorities in BC and Ontario, and the Assembly of First Nations in Ottawa.

While the main focus of the company is on health – we are also acutely aware that health status is affected more-so by the social determinants of health. As a consequence both the New Zealand and Canada companies also work with – or aim to work with – other agencies such as the Corrections / Justice; Child and Social Development and Education agencies.

Projects we have worked on

The following examples reveal the breadth and diversity of the services offered by Kāhui Tautoko Consulting Ltd:


  • Squamish Nation - Community Engagement Hub (CEH) coordination for Squamish, Musqueam and Tsleil-Waututh First Nations providing coordination support for the three Nations to complete activities outlined in an agreed CEH work-plan
  • Squamish, Musqueam, Tsleil Waututh Nations – Support to establish Primary Health Care Clinics on-reserve including Policies, procedures, recruitment, training, evaluation, EMR systems implementation, facility development, promotional work and stakeholder engagement
  • Developed 10 year Community Health Plans for Musqueam Indian Band; Tsleil-Waututh Nation; Katzie First Nation; Southern Stl’atl’imx Health Society and a number of 5 year Community Health Plan evaluations for several communities
  • Ministry of Health - Aboriginal Provincial Coordinator to plan, implement and deliver the 2012/15 Aboriginal Healthy Living Activities
  • Sts'Ailes First Nation - Support development of new primary Health Centre at Harrison / Mission: developing a feasibility plan for primary and community care services; evaluating the 5 year Community Health Plan
  • Vancouver Coastal Health - Aboriginal Health advisor to Integrated Primary and Community Care team supporting the 14 First Nations in VCH region to build relationships with physicians and local hospital services to improve primary and community care coverage for First Nations; strategic and policy work for Aboriginal Health; Implementation of the Hope to Health HIV strategy including development of a Village of Wellness screening toolkit
  • Cowichan Tribes - Development of Service Plan for new 50-bed Assisted Living Facility, Develop Cowichan Annual Report, Develop plan for relocation to new centre (based on Alaska South Central Foundation model)
  • First Nations Health Council / First Nations Health Authority / First Nations Health Directors Association – Environmental Scan of Chronic Disease Programs and Services for Aboriginal Peoples in British Columbia; Development of a Reciprocal Accountability Framework between First Nations and Provincial / Federal Government in British Columbia; Environmental Scan of Aboriginal Health Workforce in British Columbia (including on-line survey, focus groups and scan of international literature); Strategic Advisor to CEO; Strategic Planner for FN Health Society; Lead for Initiatives to Chief Operating Officer of Corporate Services Team; Strategic advice on Health governance models in Alaska and US; Tripartite Management Team - Project Management for Strategic Implementation of 39 Health Actions from the Transformative Change Accord: First Nations Health Plan and Tripartite First Nations Health Plan
  • Ministry of Healthy Living and Sport – Environmental Scan of Cultural Competency Initiatives to inform a Cultural Competency Framework for Health Authorities in British CoIumbia
  • Health Canada – developed a Multi-Jurisdictional Planning Framework
  • Nanoose First Nations - Review of Governance and Management practises for Chief and Council
  • Southern Stl'atl'imx Health Society - Consulted with 4 Communities to develop 4 Community Health Plans and the overarching SSHS Community Health Plan that reflect each community's individual priorities. Assist Society with Federal funding requirements
  • Xaay Daag Dlaang Society (Skidegate Health and Wellness Society Haida Gwaii): Development of independent health entity: we worked directly with the people of Skidegate (Haida Gwaii, formerly known as the Queen Charlotte Islands) to establish their own health society independent of the Band Council. We have assisted with developing the strategic plan and direction; developing administration and clinical policies and procedures; analysis of patient travel expenditures; establishing plans for their new health facility and undertaking community engagement; developing Policies and Procedures and a newsletter for the community
  • Assembly of First Nations – National Review of Non-Insured Health Benefits: KTCL was responsible for a Canada-wide review of the Non-Insured Health Benefit programme (NIHB). This review included facilitating community engagement meetings and online surveys for service providers. To achieve the requirements of the review, we were required to: develop an engagement plan with AFN; engage with selected communities to confirm logistics; facilitate and take notes at each meeting; returning notes to the communities; writing regional reports; and presenting findings. The survey section involved: developing individual surveys for each benefit and type of service provider; develop surveys based on the targets identified in the plan; distributing the surveys to providers in each region; collating surveys; and analysing and reporting on findings.
  • Victoria Native Friendship Centre/Transcare BC: Victoria LGBTQ2S Youth Conference Evaluation – Develop appropriate evaluation plan that achieved the following a) youth needs assessment for LGBTQ2S youth on Victoria and b) evaluate the conference overall
  • Trans Care BC – managed indigenous engagement program across BC with First Nations and Aboriginal communities to gather their perspectives on needs for Aboriginal LGTBQ and Two-Spirit community members
